Delta State Commissioner for Information, Dr. Ifeanyi Osuoza (2nd left), briefing Journalists shortly after the State Executive Council Meeting held at Government House, Asaba on Monday. With him during the briefing are: the Commissioner for Works (Rural and Riverine Roads), Mr Charles Aniagwu (left), Commissioner for Economic Planning, Mr Sunny Ekedayen (2nd right), and the honourable Commissioner, Directorate of Riverine Infrastructure, Mr Ebikeme Clark.
The 2025 budget is divided into two main components: N587.4 billion for capital expenditure, which represents 62.75% of the total budget, and N348.7 billion for recurrent expenditure, accounting for 37.25%. Ekedayen emphasized that the budget reflects the administration’s commitment to advancing key sectors, including agriculture, youth empowerment, healthcare, education, physical infrastructure, and poverty alleviation.
“This budget proposal is designed to provide a balanced approach between development and governance, and our focus remains on building a sustainable future for the people of Delta State,” Ekedayen stated. He also confirmed that the budget will be 100% organically funded, without any borrowing. The bulk of the funding will come from the Federal Accounts Allocation Committee (FAAC), with Internally Generated Revenue (IGR) projected to reach N140 billion.
The proposed budget also highlights the state government’s strategic emphasis on infrastructure, with several new road projects and rehabilitation works across different local government areas. Notable among them are the construction of critical roads in Isoko South, Ndokwa East, and Ughelli North, as well as the expansion of the road network in the state’s riverine areas.
The EXCO approved the rehabilitation of Ugwhrughelli/Ehidi road, the construction of Chief Lyn Ivie Akporiche street in Ughelli North, and the development of Amechi Aguisi street in Asaba. Additionally, road projects in Isoko South and the construction of access roads in Udu and Osubi areas were also green-lit.
In a move aimed at improving education and infrastructure in riverine communities, EXCO ratified the construction of a Model Secondary School in Oporoza, Warri South-West LGA, and a road connecting the Nigerian Maritime University in Okerenkoko to its permanent site. The Governor’s office has pledged continued development efforts for the riverine areas, which have long been underserved.
Further strengthening its commitment to project oversight, EXCO directed that all ministries, commissioners, and permanent secretaries ensure rigorous monitoring of their projects, with an emphasis on high-quality standards and timely completion.
In addition to the budget approval, EXCO confirmed several key appointments, including HRM Dr. Greg N. Oputa as the Obi of Aboh in Ndokwa East and Professor Epiphany Azinge, SAN, as the Asagba of Asaba Kingdom in Oshimili South.
As the administration approaches its two-year anniversary, Governor Oborevwori’s government continues to prioritize future-oriented planning and the timely execution of key developmental projects across Delta State.
