GOVERNMENT SPECIAL ANNOUNCEMENT: BAN ON ROAD BLOCKS AND ILLEGAL COLLECTION OF REVENUE IN DELTA STATE

It is hereby announced for the information of the public, particularly Deltans, Security Agencies, Ministries, Departments and Agencies, that the Delta State Government wishes to reiterate the ban on road blocks and illegal collection of revenue on public highways across the state.

This announcement has become imperative as the Delta State Internal Revenue Service, the agency with the statutory responsibility to collect taxes in Delta State, emphasizes that the collection of all kinds of levies, tolls, emblem fees by unauthorized individuals, unions, associations and even agents of Local Government Councils is illegal, criminal and constitute a breach of existing tax laws.

For the avoidance of any doubt, the Nigerian Tax Administration Act (NTAA) 2025; the Taxes and Levies (Approved list for Collection) Act 2025, and the directives from the Joint Revenue Board, prohibit the collection of taxes, levies or revenues on any public highway or road by any person or authority.

In addition, no Ministry, Department or Agency of the Delta State Government, including Local Government Councils, or group has any authorization to intercept vehicles or disrupt the free movement of goods and persons for revenue purposes anywhere in Delta State.

Members of the Public, Corporate Organizations and Local Government Authorities are further notified that the Delta State Internal Revenue Service, DSIRS, has NOT appointed, approved or renewed the appointment of any road tax consultants or agents for 2026 fiscal year.

To this end, the Nigeria Police Force and security formations in the state are by this notice requested to arrest, detain and thoroughly investigate any individual or group found to be blocking highways in any part of the state demanding road levies or claiming unauthorized revenue status to extort motorists and other unsuspecting members of the public.

Members of the public are advised by this announcement to report immediately any purported revenue checkpoints, extortion attempts or suspicious tax consultancy claims to the nearest law enforcement agency, or directly at the headquarters of the Delta State Internal Revenue Service, 105 Airport Road, Warri.

The Delta State Government is firmly committed to transparency, compliance with national fiscal frameworks as well as protecting Delta State’s business-friendly environment from unlawful disruptions.
